This is mid-level technical work in the development, analysis, and evaluation of procedures, forms, records, communications, and operations in a state agency.
Analyzes, develops, and prepares final detailed procedures covering specific work routines and functions; analyzes revised procedures to determine their effect on overall operations.
Maintains existing agency procedures manuals by revision, addition, and recision; confers and works closely with appropriate staff and other supervisors; and clears procedural changes with other sections that might be affected.
Develops, prepares, and arranges for the distribution of complete procedures manuals covering new programs; assures that new procedures are coordinated with other agency operations; and confers and works closely with appropriate program supervisors.
Investigates avenues where technology can simplify processes.
Cooperates with and assists agency supervisors in the development of operating procedures manuals.
Assists in the conduct of surveys, method studies, system improvement studies, and analyses of all phases of the agency's programs, including materials, procedures, forms, equipment, and communications.
Reviews and evaluates the effectiveness of agency systems/applications and ensures compliance with policies and procedures and customer needs; develops, implements, and interprets system requirements; and develops test plans and conducts user acceptance testing of the system.
Acts as a lead worker in the development, analysis, and evaluation of procedures, forms, records, communications, and operations.
Assists in agency forms control and records management programs; designs and drafts forms and charts; maintains current forms catalogs; and establishes schedules for filing, storage, and destruction of active and inactive records.
Develops and designs office forms, electronic forms, records, and agency organizational charts.
Evaluates requests for forms design, determining need and proper method of forms development, revision, or consolidation.
Gathers necessary organizational and procedural information to be used in analyzing forms design.
Provides technical support to software vendors regarding forms design.
Exercises significant independence and initiative in the performance of responsibilities; receives general administrative direction.
Performs other related work as assigned.
Intermediate knowledge of the federal and state laws and administrative rules and policies governing all phases of the assigned agency's programs, policies, and procedures.
Intermediate knowledge of the existing procedures and practices followed in central and local office/institutional operations in carrying out the objective of the agency.
Intermediate knowledge of business math computations, grammar, composition, and spelling.
Intermediate knowledge of the current principles and practices of organization, administration, and management.
Intermediate knowledge of electronic data processing equipment, methods, and operations.
Intermediate knowledge of the principles of forms design and usage.
Intermediate knowledge of various software packages utilized for word processing, graphics, and electronic forms design.
Ability to develop electronic forms using a forms development software application or web based program.
Ability to follow complex instructions.
Ability to assist in the conduct of surveys, studies, and analyses.
Ability to prepare clear and concise procedural instructions.
Ability to work effectively with coworkers, user-agency personnel, and vendors.
(The following requirements will determine merit system eligibility, experience and education ratings, and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers. When practical and possible, the Division of Personnel will accept substitution of experience and education on a year-for-year basis.)
One or more years of experience as an Administrative Analyst I or Forms Analyst I with the Missouri Uniform Classification and Pay System; and possession of a high school diploma or GED certificate.
Five or more years of professional or technical experience in public or business administration, including one or more years in the analysis and/or development of methods and procedures, forms composition, or forms design; and possession of a high school diploma or GED certificate.
(Earned credit hours from an accredited college or university which included credit hours in English, Public or Business Administration, Graphic Arts, or a closely related area may substitute on a year-for-year basis for the required general experience at a rate of 30 earned credit hours for one year.)
